Can it be that a glimmer of hope might end-play this SPP horror show ?

Here's what happened:
With only one Republican voting in favor of it, the Democrat controlled House of Representatives passed a spending bill - HR 110/3074.  ( 110th Congress, House Bill 3074 ) - for Transportation.

BUT:
Duncan Hunter put forth an amendment ( not a rider bill )  ....

In a separate move, Hunter successfully offered an amendment to H.R. 3074, the Transportation Appropriations Act for Fiscal Year 2008, prohibiting the use of federal funds for participating in working groups under the Security and Prosperity Partnership, including the creation of NAFTA Superhighways.

Hunter's amendment passed 362 to 63, with strong bipartisan support !!.   

What's next - HR 3074 goes to the Senate - if Senate has a different Bill, then to joint commitee to agree on a joint version.

If Bush gets this Bill with Duncan's amendment intact - remember the Bush ploy that he uses where he signs a Bill with 'signing statements', which practice is under legal assault - then we'll have the battle lines drawn and things will get real interesting.

Bush's ploy here has been to hijack the Commerce Department to fund these unholy SPP working groups and thus bypass Congress and the will of the people.
